New Delhi CNN —Indian voters are battling sweltering conditions to take part in the world’s biggest election as a severe heat wave hits parts of the country and authorities forecast a hotter-than-normal summer for the South Asian nation. The India Meteorological Department (IMD) said a heat wave will affect parts of south and east India until the end of the week, including four states that are voting on Friday. Climate politicsIndia, the world’s most populous nation with 1.4 billion people, often experiences heat waves during the summer months of May and June. But in recent years, they have arrived earlier and become more prolonged, with scientists linking some of these longer and more intense heat waves to the climate crisis. Last year successive heat waves hit India again, closing schools, damaging crops and putting pressure on energy supplies.

CNN —US climate envoy John Kerry plans to step down from his post by this spring, a source close to Kerry confirmed to CNN. Kerry is leaving the position after three years at the helm of US climate diplomacy under the Biden administration. Kerry specifically prioritized restarting international climate talks between the US and China, and was key in negotiating the November Sunnylands agreement, a wide-ranging climate agreement between the two countries before COP28. And in 2019, Kerry co-founded a bipartisan initiative of world leaders and celebrities to combat the climate crisis called World War Zero. In 2009, when Biden became vice president, Kerry took over his role as chairman of the Senate Foreign Relations Committee.

Vietnam aims to cut its rice exports to 4 million tons a year by 2030, the government said in a document detailing its rice export strategy, down from 7.1 million tons last year. Rice export revenue will fall to $2.62 billion a year by 2030, down from $3.45 billion in 2022, the document said. Vietnam will diversify its rice export markets to reduce its reliance on any country, the government document said. "I doubt the strategy will materialize, as rice production depends on supply and demand, not on a government decision," another rice trader in the Mekong Delta province of An Giang said. Rice exports from Vietnam in the first four months of this year rose 40.7% from a year earlier to 2.9 million tonnes, according to government customs data.

During the war, Viet was a guerrilla in the Mekong Delta for the Viet Cong, fighters who backed North Vietnam in the battle against the government of the then South Vietnam and its main ally, the United States. Some researchers have estimated about 3.8 million people were killed during the war, though estimates of the toll vary.

HANOI, Vietnam — A 10-year-old Vietnamese boy who fell into the narrow open shaft of a concrete pile at a construction site on New Year’s Eve has been confirmed dead, state media said Wednesday. Rescuers spent nearly 100 hours trying to free the boy, Ly Hao Nam, from the 115-foot-long support pillar driven into the ground, but without success, online newspaper VnExpress cited a local government official as saying. “The authorities have determined that the victim has died and are trying to recover his body for the funeral,” deputy chairman of the southern province of Dong Thap, Doan Tan Buu, was quoted as saying. Doan Tan Buu, deputy chairman of the southern Vietnamese province of Dong Thap, said Wednesday that authorities were trying to recover the boy’s body. HANOI, Vietnam — Rescuers in Vietnam were desperately trying to free a 10-year-old boy on Monday, two days after he fell into the narrow open shaft of a concrete pile at a construction site on New Year’s Eve. The calamity occurred at a bridge construction site in the Mekong delta province, where the boy had been searching with friends for scrap iron. “I cannot understand how he fell into the hollow concrete pile,” which has a diameter of less than 10 inches and was driven 115 feet into the ground, Le Hoang Bao, director of Dong Thap province’s Department of Transport, told Tuoi Tre News, a local newspaper. Efforts to lift the pile with cranes and excavators had so far failed and rescuers were unable to determine the boy’s position, media reported. Rescuers have pumped oxygen into the pile and have softened the soil around it but the pile has tilted slightly, complicating extraction efforts.

Rising salinity in the Delta has multiple causes, experts and farmers say, including overextraction of groundwater and excessive use of fertilizers and pesticides. "With time, with the sea level higher, that line of salinity will go down into the Delta. EVAPORATIONSea water intrusion and salinity also threaten the Mekong Delta in Vietnam and the Ganges-Brahmaputra Delta in Bangladesh. "You have to do much better job in a place like the Nile Delta because the water just evaporates quickly," she said. Rice cultivation helps wash the soil, but the government has imposed restrictions on the crop in parts of the Delta to conserve scarce water.
